Maharashtra State President Sardar MandIp Singh Kler holds the exclusive authority to appoint and issue official post letters for the Shiv Sena Pranit Sikh Punjabi Cell across the entire state

Under the party hierarchy of the Eknath Shinde faction, no other regional leader, coordinator, or external wing is permitted to issue appointment letters on their personal letterheads for this cell.

Official Appointment Protocol
Primary Authority:
Only State President Sardar Mandip Singh Kler is authorized by the party high command to manage, restructure, and finalize organizational appointments for the cell in all districts of Maharashtra.

Supreme Approval: Apart from the State President, only the main party leadership—headed by Chief Leader Eknath Shinde And Party Chief Secretary—holds the ultimate executive power to override, sanction, or issue official direct letters.

Invalidity of Other Letters: Any appointment letters issued for the Sikh Punjabi Cell by unauthorized individuals, or on letterheads other than those approved by Mandip Singh Kler or Eknath Shinde, are deemed unofficial and void by the party.

This strict centralized process ensures organizational discipline and prevents unauthorized factions from misrepresenting the official wing of the Shiv Sena.

Hierarchy and Roles of Local Post Holders
To maintain effective communication, senior leaders must interface with these specific local pillars:

Zilla Pramukh (District Chief):
The supreme administrative and political head of the party for an entire district.They oversee all local strategy, campaigns, and internal disputes.

Sampark Pramukh (Communication/Liaison Chief):
A senior leader appointed by the central leadership to act as a direct bridge between the high command and the district.
They monitor local performance and ensure central orders are implemented.

Shahar Pramukh (City Chief):
Responsible for party operations, voter outreach, and local governance issues specifically within city limits.

Vibhag Pramukh (Division/Ward Chief):
The immediate grassroots coordinator managing a specific neighborhood or cluster of polling booths.
They handle daily citizen grievances.

Mahila Cell (Women’s Wing):
The dedicated front mobilized for women’s empowerment, local security issues, and female voter registration.

They must align all rallies, meetings, and membership drives with the geographical Zilla Pramukh and Shahar Pramukh.

Grassroots Intelligence: Local Vibhag Pramukhs

Mass Mobilization:
For major rallies or festival celebrations, the Mahila Cell and local divisions provide the physical infrastructure, volunteers, and crowd mobilization required by specialized wings.
